The annual plan of Tavanur Gram Panchayat is a compilation of development activities prepared with the aim of comprehensive development of the village and people's welfare. The plan is formulated by giving priority to areas such as drinking water, housing, road development, health care, agricultural progress, sanitation, education, social security, women and child welfare.

The main objective is to ensure the development of infrastructure and environmental protection in the village by linking it with the New Kerala Mission projects such as Haritha Keralam, Aardram, LIFE, and the General Education Protection Scheme.

The annual plan is implemented through popular planning with the participation of Kudumbashree, Mahatma Gandhi National Employment Guarantee Scheme, farmer groups, people's representatives, and various working groups.

Cultivation of wasteland, rainwater harvesting, construction of wells and ponds, house renovation, housing projects, welfare projects, women's self-employment initiatives, and welfare of the elderly and disabled are also important components of the annual plan.
